Draft Law Outlines Major Economic Overhaul for Morocco's Social Economy Sector

Morocco is pursuing a major overhaul of its social and solidarity economy sector through a draft framework law. The bill, carried by the ministry responsible for Handicrafts and the Social and Solidarity Economy, is currently open for public consultation on the Secretariat-General of the Government website ahead of its passage through the house of representatives. The sector, which currently contributes 5% to Morocco's GDP, comprises nearly 63,000 cooperatives and 270,000 associations, mobilizing close to 800,000 members.

The legislation seeks to unify the highly fragmented sector by establishing it on its own terms, focused on human empowerment rather than pure profit. Key provisions include a national registry of operators, targeted labels and accreditations, advantageous tax and regulatory measures, and a dedicated guarantee fund to ease market access.
