In Pennsylvania, approximately 2,300 manufactured home communities house about 56,000 households, according to a 2023 statewide analysis published by the Federal Reserve Bank of Philadelphia. In most cases, the residents do not own the land on which their homes are situated. The issue has drawn attention as private equity firms acquire these communities, leading to dramatic increases in lot rental fees and service cuts. This situation is reportedly causing hardship for many residents, including seniors living on fixed incomes.

The coalition formed to address these issues is seeking political support for needed legislation in the state. The crisis involves the vulnerability of a large segment of the housing market to corporate acquisitions and rising operational costs. The potential legislative response could redefine land tenure and housing stability within the state.
