The mechanism was devised under the last Conservative Government.

The mechanism incurred development costs of up to £25.3 million, with contracts awarded to four mobile phone operators totaling nearly £16 million. Critics argue the expenditure is excessive and that the alerts should be reserved for genuine crises, demanding proof of value for money.
