California law eases arts funding access for school districts

Governor Gavin Newsom signed a new state law intended to make it easier for school systems to access arts funding provided by Proposition 28. The legislation, supported by Assembly Bill 2440, aims to provide statewide guidance to prevent financial penalties for spending rule violations. However, the new law does not resolve a lawsuit accusing Los Angeles Unified of allegedly misspending $77 million of its share of the funding.

Proposition 28 dedicates nearly $1 billion annually from California’s base education funding to arts programs. The new guidance is designed to encourage more school systems to utilize this state money without legal ambiguity.
