What happened
China announced it is now requiring permits for exports of two additional chemicals to the United States, Mexico, and Canada. These chemicals can be used to manufacture illegal drugs, expanding existing controls on shipments to the three countries. This expansion brings the total number of chemicals under such controls to 18.

Why it matters
The measures expand regulatory controls on precursor chemicals used in illicit drug production. This follows previous restrictions announced in November 2025 and May. The United States has previously called China the world's largest producer of many of these precursor chemicals.
