Californians to Vote on Expansion of State Budget Reserves
What happened
Californians will vote on Proposition 2 in November, a measure introduced by Democrat state legislators that would expand the state’s Budget Stabilization Account. If passed, the proposition would increase the maximum size of the reserve fund from 10% to 20% of annual tax revenue and expand contributions from capital gains taxes. Deposits into the reserves would not count toward the annual budget limit until the money is withdrawn.

Why it matters
The measure aims to reduce year-to-year fluctuations in the state budget by increasing the rainy day fund. However, an adjunct professor at UCLA Anderson School of Management noted that prior research suggested fund amounts closer to 30% to 40% of annual revenue might be necessary to effectively stabilize California’s expenditures.
