DeKalb County Advances on New Jail Project via RFPQ Process

DeKalb County Commissioners and the BOT committee interviewed three companies—Garmong, Build BW, and Envoy—that responded to a request for proposals and qualifications for the new jail project. The county is pursuing a Build-Operate-Transfer (BOT) delivery process that guarantees a maximum price for the project. The BOT committee voted 2-1 to recommend Build BW to carry out the scoping process, which will establish the guaranteed maximum price. All three companies offered to conduct the scoping process at no charge, with the county responsible for third-party costs such as soil borings.

The county is initiating a major infrastructure project using the BOT model, which involves a guaranteed maximum price structure. This process allows the commissioners to move forward with Build BW if they approve the guaranteed maximum price, or they may choose another path.
