Drainage and Development Concerns Surface in Kosciusko County

A farmer with operations around Winona Lake detailed concerns regarding a residential development in the Raccoon Run subdivision. The developer installed 28 well heads and pumped water almost continuously from March through May. During this period, the pumping reached up to 11 million gallons of water a day, leading to flooding on the farmer’s property. The farmer sought help from elected officials in Kosciusko County and Winona Lake but expressed frustration over the apparent lack of authority to compel the developer to stop the pumping.
