FHWA Reports on 1977 Washington State Road Project Using Recycled Asphalt
What happened
The Federal Highway Administration reported on a 1977 road rehabilitation project carried out by Washington State Department of Transportation. The project reused most of the existing asphalt, replacing 45 mm of old pavement with recycled hot mix asphalt. This recycled mix contained about 72% reclaimed asphalt pavement and 0.75% recycling agent, without adding new asphalt cement.

Why it matters
The project demonstrated that a large proportion of existing pavement could be reused in a new road layer rather than being discarded. The recycled asphalt provided 16 years of actual service, which was longer than the 10 years of the original layer it replaced.
