Moravia Village Faces State Review Over Millions in Unrecorded Financial Transfers
What happened
A state review determined that Moravia village trustees lacked a complete picture of village finances because the treasurer failed to record and report millions of dollars in receipts and transfers. Auditors identified over $16.8 million in unrecorded transfers out and more than $11.8 million in unrecorded receipts and transfers in. The unrecorded activity occurred between June 2023 and August 2025 and affected general, water, sewer, and capital projects funds.

Why it matters
The financial failures were traced across 29 bank accounts, though the review did not find money diverted outside village accounts. Mayor Christopher Fulton stated that officials subsequently changed accounting practices and used a CPA to correct capital project and annual report errors.
