Philippines Proposes New Border Management Infrastructure Fees and Project

The government of the Philippines received an unsolicited proposal in May 2023 for a Civil Aviation and Immigration Security Services Public-Private Partnership (PPP). This project aims to modernize border management infrastructure across 11 international airports, one major international seaport, and six mobile border crossing stations. The proponent, Securiport LLC, proposed a project costing P10.7 billion, which the Department of Justice approved on December 2, 2025. Under the proposal, a user fee of $4 or P240 per one-way passenger would be added to international airline tickets.

The proposed fees apply to both Filipino and foreign passengers utilizing the international gateways. The project is intended to enhance the country’s border management capabilities. The fees are noted to affect both tourism and Overseas Filipino Workers (OFWs).
