What happened
Rosneft has started commercial crude exports from its Vostok Oil project using the Arctic terminal. In September, three ice-class tankers loaded about 250,000 metric tons of crude from the Bukhta Sever terminal on the Taimyr Peninsula. Two of these tankers carried the oil to Murmansk for ship-to-ship transfer, while others headed to Asia via the Northern Sea Route. Trafigura and Vitol previously pulled out of the Vostok project following Western sanctions in 2022.

Why it matters
The exports represent a partial restart of the Vostok project, which was delayed by sanctions and investor exits. Rosneft plans to increase exports to 600,000 barrels per day in the second half of 2027 and 1 million barrels per day by 2030. This supply enters a market where India, one of Russia’s largest customers, has cut its crude imports by 16.5%.
