The report also indicated that business confidence was low at -65.0, with no positive outlook reported across any region or industry in NSW.

The report highlighted significant employment concerns, noting that nearly one in three businesses was reducing staff over the past quarter. The critics proposed several policy alternatives to help businesses, including raising the payroll tax threshold from $1.2 million to $1.5 million and cutting the payroll tax rate.
