Governor Signs SNIP Act Allowing Flexible Surgical Standards for Shelters
What happened
Governor Gavin Newsom signed Assembly Bill 2010, known as the Spay and Neuter Improvements for Pets (SNIP) Act, on September 18, 2026. The law allows veterinary providers to sterilize animals without a separate surgical room if they complete the procedure on 20 dogs, cats, or rabbits within twelve consecutive hours. Cleanliness, sanitation, and other veterinary requirements remain in place for qualifying providers.
