New Richland, in Waseca County, was among the hardest hit, with officials estimating that up to 80 percent of the community was inundated by floodwaters. The flooding was caused by six or more inches of rain that fell between Friday and Saturday. The local care center in New Richland was forced to evacuate residents due to water issues.
