The head of the Essex Region Conservation Authority stated that the province-mandated merger with several neighboring environmental authorities is causing significant concerns regarding potential levy fee increases in Windsor-Essex. The merger, established under Bill 68, will combine the region represented by the Essex Region Conservation Authority with the Upper Thames River, Lower Thames Valley, and St. Clair Region conservation authorities to form the Western Lake Erie Regional Conservation Authority (WLERCA). This amalgamation is scheduled to take place on February 1, 2027, as part of the government's plan to reduce the number of conservation authorities in Ontario from 36 to nine.

The potential levy fee increases in Windsor-Essex could exceed 40 percent by 2028, depending on how the province structures the new authority. However, the head of the Essex Region Conservation Authority cautioned that these potential increases are currently only conjecture, noting the province has not yet provided substantial information regarding the merger.
